are u referring to rider Waite? which was started in the 1800s? it was started as a game to pass the time of the rich and well to do , which later travelled to France the artist was Pamela Coleman smith she agreed to design the deck for Waite, who later cheated her out of the profits

the spanish tarot does not contain the major arcana just staves, swords, cups, coin and they contain 1-7 then skip to page(10) knight(11) and king(12)

My mother knows how to read them, every card represents a different event, and in the spreads she does, she allows the person to shuffle them and places them in a line then by the cards she's able to get a full reading for the person. The cards you mean are also known as "Briscas". She had the meanings written down (In spanish) and you can also find these online. Its very different from Tarot readings, from my experience the "Briscas" are more specific. If your considering learning these I'd say you should go ahead and learn as much as you can.
