You cannot physically transform yourself using magic. Any spell saying you can is false.

Not completely true. You might be able to change your physical form if you had enough power and knowledge. However it's unlikely.

You can't become a mermaid or anything else. On astral you may become something else but it's impossible to shape shift or turn into anything else on this plain.

Teleportation, transformation and shapeshifting on the physical plane of existence is only possible by strapping 10 lbs. of C4 to your tushie and waiting for the inevitable Poof!
