Vervain Substitute

I'm trying to make four thieves vinegar and can easily find everything the recipe I have calls for except the vervain. I've found a suggestion that rosemary might work as a substitute, but wanted to double check because the website I found that on was focusing more on vervain's use in love potions and magic to that effect.

Any other suggestions?

sassafras or hyssop
if you can find a lemon tree, take a few leaves or branch
we have one that I use in my yard

There are some conflicting recipes about Four Thieves. Yet, if vervain is called for, that would be Verbena officinalis (= vervain).

'Gather vervain at the rise of the Dog Star when both sun and moon are below the horizon. Use thumb and third finger of left hand only.'
(Lacnunga, 6th Century)

We suggest the Sissinghurst variety, because it is very likely from the original line used by the authors of these leechbooks.
