I substitute all the time. Look for something with similar properties related to your purpose. (no suggestions because I don't know what you're using it for)

The only block will be if you are uncomfortable with your choice and doubt your casting will work.

Ask yourself first what are the magical properties of mugwort and then simply look for another herb or herbs that have those same properties.
