I'm wondering if you can make your own tarot deck by hand if you are a good artist? Most magickal work depends upon readings of any kind and where i am i cannot get any magickal instrument i was wondering if i could make my own?

It's quite possible, and if you succeed, the results will be very rewarding. But it takes a lot of time, energy, and devotion to do so. You would need another tarot deck to make sure you have all the cards in the set. Although your images for the cards will be different and unique, they still need to represent the same thing. How you want to make those tarot cards depends entirely up to you. You could trying searching for different methods and find the one that suits you best. There have already been some posts related to this topic, so it would be best to check those out as well. In one of these posts some one mentioned that in the end, when you succeed, your tarot deck will be very personal and powerful because it is infused with your own energy. It will give you very good readings, better than any deck you simply purchase. I hope this helps. Blessed be.

it seems fairly time consuming to make a tarot deck, (especially if you are going for authenticity because the Major Arcana is a pain although the Minor Arcana isn't a walk in the park either- but i digress) but once they are drawn (and preferably consecrated/blessed), they should be very effective for future use.

I found a pack of blank cards on amazon for eight bucks. They're quality and tarot sized, made by the same company who does the Waite Rider deck.

I once made my own deck (even with my poor drawing skills). It worked fairly well for me, and was more connected to me than any decks I had bought before creating those. I didn't use the images of the common decks, but rather created my own images that had an appeasing eye to me.

For me, the meaning of the cards themselves is not highly highly important, as long as you understand what the card is supposed to represent. In different Tarot decks (the old ones more so than the new ones) some of the order of the Major Arcane is different. For instance, the three "Virtues", Temperance, Strength, and Justice, are sometimes in a different order. Other cards within the Major Arcane can be and have been moved around in time, or their meanings slightly altered so that the creator of the deck is satisfied with his/her deck. For instance, in some of the older decks, the Virtue Prudence was added into the Hanged Man card, and to do this they turned the card upside-down and made the rope a snake. This was for various reasons, but I personally think the big one at the time was the heathen theme of the card needing to be gussied up to look more Christian.

If anyone would like some information on this, The Tarot: History, Symbolism, and Divination by Robert Michael Place is a good book to check out.

If you decide to make your own deck, feel free to make it how you will, using whatever symbols or anything else you like. The cards simply need to include certain ideas within it that can be used to divinate the future as pieces of a puzzle are used to make up a whole. Whatever ideas/themes you decide to use is on you, because this is, after all, your personal Tarot deck; no one else is going to use it for any purpose.
