There is the idea that some gods were created by people. The ideas of them were passed down, embellished, and so-on, until the god in question was believed to have always existed. Similar may have happened in many cultures.

There is also the idea of egregores, or thought forms shared by many people. One idea associated is that the thought form is fed enough attention that the idea of it becomes important to a group, and may in time be considered a type of god.

Take those two possibilities, and fast-forward some centuries or millennia. Someone finds their scrolls, tablets, and sculptures. Or the religion which developed around these ideas still exists. There's no great idea of how said deity came to be, only that the people of some past civilization believed in it. And the ideas of it are renewed.

Well, you can look at it two ways:

1) Either the gods are real beings, powerful and on a higher level than you or I. In this case, you would not be able to create a god.

2) Or, ancient people took forces that they could not understand and broke them down into manageable chunks, gave them a personality, and worshiped them. Over time, with all of the energy the worshipers were putting into the gods, they took on a life of their own. So, under that theory, yes, you would be able to. But it would only be as powerful as what you put into it. When you compare that to, for instance, working with Egyptian deities that have been worshiped for thousands of years, it seems kind of pointless.

As always, just my thoughts.

Number two is about right! Mankind made all the Gods; trying to explain what couldn't be explained. Until we knew what actually cause a volcano, it was "an angry God". Every natural calamity was an "angry God" who had to be appeased by some sort of sacrifice; worship. And given thanks for the good things in life.
In my opinion God did not make Man; Man made God!

well we are all gods jesus said it directly . and one of my proof is we can create our own thoughts right? we can view this on religion point of view and non religion . so basically we project our own god like we project our own idea of zeus or the other gods we formed speculations ideas which maybe true or not.
