If it was touched by someone, it was touched by someone. If it's that big a problem to you should cleanse it frost. Some thing to cleanse its energy - like passing throughs incense smoke, smudging, etc; as long as the process won't break it. Then go about consecration (most likely with an oil) and charge it in one way or another. A blessing of a deity in the wand would be good.

I personally would welcome other people touching it (please no jokes there, please). As long as they aren't leaving energy behind. I maintain a beliefs that objects have hold a certain kind of "experience" so I think the more people touch it gains more of a kind of "experience". I think this is also why ancient objects and places give off strange energies, because they have a more "experience"

It depends on who touched it. If they are positive then it shouldn't be a problem, but some people, especially skeptics can harm the energy of magick items. I only let open minded positive people touch them. Once a very negative skeptical person picked up a stone of mine and the energy of it went dead. It took a lot of work to get it back to the way it was. If you feel the energy has changed, clear it of all energy (like a mini banishment), cleanse it, and then consecrate and charge it again.

People always leave energy, no matter what. If it was just brief, it it's probably not going to do much. I would agree, find a cleansing ritual. Unless they held it for a long time or its someone you really hate, then it might be time for a new one. I understand the feeling of violation having your stuff messed with.
