2 person coven?

A friend of mine became interested in Paganism and Wicca about a year ago. I'd been studying it for awhile at that point and gave her a lot of information that I had and knew was correct to give her an idea of what Pagans and Wiccans believed. By the occasional response to articles that I have continued to send her I know that she's been reading what I've sent along.

Even more recently we began to write a book of shadows together. With her living in another city for college most of the year I started it as a document in my gmail so we could both easily access it from anywhere in the world at any time without having to carry around a book, binder, or anything else that could get heavier than our 2 pound laptops. Theres a lot of spells and information there that has mostly been added by me personally or from sites that I have already found over the years. She's even wanting to keep a lot of it secret at least until she finds people that she knows she can trust with it.

Is 2 people enough to start a coven or do we need more people than that to begin?

A coven is traditionally made up of at least 13 members.

Not to begin.
You both can do what you're doing and say that you've begun a coven and are accepting members.

Yes, traditionally a Wiccan coven isn't considered a full coven until it reaches 13 members, that does not necessarily mean that you have to wait until 13 people agree to be there for the beginning.

To misquote "If you build it, they will come". In other words just start working together and perhaps others will join you in time.

If you want to call yourself a coven, then do so, no one has a monopoly on the term. :)

Most of the best Covens around began as a small group of friends with like interests. Anywhere from 2-8 people. As far as starting such a venture on this site is not currently possible, as we are not currently allowing new Covens at the moment. But that shouldn't stop you, many of the Covens here also have "off sites", or web pages separate from this site. Some follow the same format as here, while others have expanded beyond.

Also you both could find a Coven already in existence here, join and help enrich it with your knowledge and experiences.

twos company...three is a crowd. I have worked most of my rituals with only two people, the most at once being four and that just seemed like a cluster....
so,
I guess it really depends on what you prefer. I wouldn't consider two people a coven more as a partnership. but if you want to come up with a name for your coven and do coven activities by all means.
