Make neighbor move

What is a good spell to make my neighbor move away?

I had a similar situation. I live on the ground floor of a three floor apartment. The guy above me, would throw beer bottle caps, glass,dead animals, he even through over meat that got my dogs so sick they almost died. Long story short I too tried looking for a spell and solution. I did nothing an let the universe take its course.

Last week he got arrested and fined 5 000 dollars and charged with mischief.
