There's some good information and a simple ritual for charging a wand or any other magical tool at http://paganwiccan.about.com/od/wiccanandpaganrituals/ht/Consecrate_Tool.htm

Ok. But now I wonder that if you pass the item in the candle fire or just above the candle fire. And I don't have an altar and I don't really want to make an altar, so is the altar required for the consecrating?

No you don't need an altar at all. You can adapt any ritual to suit your purpose and needs. Just because it is written one way doesn't mean you can't make changes to it if it doesn't quite fit what you are doing.

And you would pass the dice just over the flame rather than through it.

Okay, and does it take time for the dice to get consecrated or is it already consecrated after the ritual?

That's the purpose of the ritual, to consecrate the dice. So once the ritual is completed they are consecrated and ready to use.
