the personal item. What item would work best?

From what I'm seeing, this is actually from a fantasy fiction series called The Vampire Diaries.

"Tomb Spell: A spell that prevents a vampire from exiting outside of a tomb located beneath Fells Church. (See: boundary spell)

Tomb Counter Spell: Phasmatos Salves Nas Ex Malon, Terra Mora Vantis Quo Incandis, Et Vasa Quo Ero Signos. A spell that is able to reverse the effects of the Tomb Spell."

However, the line Terra mora vantis, quo Incandis! roughly means Hinder physical form by way of fire ! in the context that the first spell is listed and can be used as a form of Pop Culture Practice (practice inspired by archetypes set in modern popular culture) for a binding.

While it will not actually incapacitate the person, it could aid in preventing the person from doing a specific thing or generically from doing anything.

if I were to use a spell like this, I'd probably use it where I feel inaction is needed. I'd probably also not chant in Latin, so for me, the concept of the spell is just what I'd be using. If you are in doubt of what best to use, go for something that is around the target or their property. You can also visualize binding their form while in trance. I'd personally keep the ashes in a jar and seal it until I wanted to reverse the binding.
