Wicca is a religion. You can do an affirmation, but it's a religion. Not a group.

You can do a small dedication ritual. It can be as simple as lighting a candle and stating that your going to begin studying. Though if you do this and decide not to stick with it, do a small closure ritual and be done.

Or you can just start studying. A popular tradition is to study a year and a day before doing any workings.

It depends on the path. British Traditional Wicca requires study and a certain ritual, but most eclectic Wiccans do a solitary dedication to the Lord and Lady and then forge their own path. I would do your year and a day studies before dedicating yourself to the Goddess and God just so you know its the right path for you. You can always study Wicca before Joining Wicca. You could do it the other way around, but it's better to be sure. Most dedication rituals I know require you to explain to the Lord and Lady why you want to become a Wiccan.

Nekoshema is right. It always depends on the path. But the paths that require initiation are often hesitant to initiate young people (I don't know your age, but just a heads up). If you're interested in Brit Trad or Gardnerian you could always read about the traditions and build up your basic skill set until you're able to find a teacher C:

Hope this helped.
