Would a spell to make someone regret be considered black magic or white magic?

Magick is magick, there is no black or white. It may have negative intent but there is no black or white.

magic is a tool above all else, you can use it in anyway you see fit. Only when you know there is mal-intent behind it, then you could say it's black or dark magic

True, it is just caategorized that way to make it easier to keep track of the difference between spells that focus on positive effects and ones that focus on negative effects, the spell the person would originally be talking about would likely be a black spell, since it focuses on something more negative.
