They wont work. You can work with the elements and ask your deity or deities for snow, but you can't actually control the weather or the elements.

Atmokenisis, or weather manipulation as you called it, is fantasy and impossible. You cannot control the weather, or manipulate it to that degree. We have no power over it. Thus, as was said, those types of spells dont work.
