First off , you can't create a fairy and secondly you have to go and study about what the fae is and what they are about before you try summoning or casting spells for them ..

Pantheriaa is correct. There is no way to create a Fae. That is probably the reason that you cant see the current one that you think is there. However you can call to a Fae but you need to have a good understanding for what they are and what they can do.

Yeah I must agree with post abbove , my county has a rich Fae tradicion , as all Balcanic and Mediteranean places do. However You have straight up spells on net , try www.ladyofearth.com, though as they said , first LEARN about FAE all that you can.

Also Fairys are not what you saw in Disney movies , they can be rather vengefull and dangerous esspecialy when insulted, which can be done even without intention.

Banshee - "Woman Fairy"; a spirit attached to certain families. When a member's death approaches, the family will hear the banshee crying.Sad
Brownies: Come out at night to finish work that's been left unfinished. They are devoted to their household and expect nothing but a bowl of cream and a cake for their concern. Any offer of reward or clothing will drive the brownie away.

As everyone has said, Fae are NOT like Tinkerbell and her friends. They can be a pain in the butt, and also, if you call Them---make sure you're ready to KEEP Them. They also don't come if summoned, but if They like you They might.

I have Fae in my home. They bug the cats, steal stuff, and make messes.
