That depends on the context of path and how people use them, really. Some treat them as the same thing, others use them each for different functions. In history, there are more uses for staves than wands and that depends more on the region and path the pracitioner was a part of.

the length is an ovious difference

I would personally say a staff would be better suited for casting and rituals outdoors while the wand indoors

In British Traditional Wicca the wand is the tool of the individual Witch while the staff is the tool of the coven. But the magical correspondences and the usages of the wand/staff are otherwise the same.
