Blocking a Moderator

Sorry if this is in the wrong forum. (Forums here are kind of confusing)
So, I will be leaving the mod I wish to block anonymous.
Anyways, their was a mod who was starting to get on my nerve a bit.
Was the mod breaking any rules? No.
But overall, some people can just be annoying and I just want to block this mod.
"Were you breaking the rules?" No. I have never broken the rules. Overall, I just found this mod annoying and I just wanted to block this mod.
So I went to the mod's profile and tried to click the block button. Now usually the button then changes to "accept mail from this user."
But that didn't happen.
Are users allowed to block mods? If so, how? And if users are not allowed to block mods, just saying, that is bull.

I think the site is set up so that members cannot block moderators nor the admin. The purpose of this is likely so that if you are stepping out of line, breaking a rule, etc- the moderator has the ability to mail you a warning or mail you an explanation for why an account might have been gagged (should they feel so inclined).

The Site Owner/Administrator has set up the system so that Moderators cannot be blocked. If you have an issue with that you would have to take it up with Petrarca.

Remember too that blocking only prevents an individual from sending you e-mails. It does not prevent a person from commenting on posts you make in the Forums, nor does it make their posts invisible to you.
