Read a person how? While I don't rule out mind reading, I feel it would take decades of practice. If you mean body language, there are books on the subject, no psychic powers required.

Easy exercise you can do, take a deck of playing cards, draw one card at a time and try to sense if its a red card or a black card. [Record results] once you get use to this, try to sense the card [ace, two, three...] After you get better at this, try to get the suit, if its a face or number card, and finally the whole card [king of diamonds, eight of clubs...] Take your time and try to picture the colour, number, suit, and card in your mind.

Well, there are a lot of spells about the third eye on here. Pick your favorite, the one that suits you best.
Meditate, study chakras and auras.

I put peppermint oil on my chakras to increase vibrancy, concentration, and memory.

yes, those things will help with that.
To increase your ability to empathize you need to get more in tune with yourself and your psychic ability(empathizing)

It's like a 6th sense, so you need to strengthen it. The way to do that would be strengthening your third eye and a loot of meditation.

That is at least, my suggestion. you may not believe this way, however opening/ strengthening my third eye has helped me with my 6th sense of empathizing.
