Hi. Can anyone tell me if there is a difference between using an essential oil or an actual herb?

Apart from the mineral-based oils, the essential oils are "concentrated essences of herbs". Use fresh herbs when they are available; but oils are much better than "dried" herbs.

On a purely practical basis, oils are obviously easier to rub into the skin or anoint candles, etc... Be careful with using oils directly on the skin, it's best to dilute them in a base oil like sweet almond or grapeseed first. Also be careful with using essential oils on pregnant women, some can cause contractions.

I agree with all stated above ,just want to add that some people prefer to use olive oil or castor oil as carrier oils .However those two have more viscosity which mean they are more thick and oily .So if you have dislike toward too oily substances you may decide to stick for sweet almond and grapeseed oil .

For a start, you should never rub Essential Oils into your skin, they are slightly corrosive.

As said above, the fresh herb is always better than anything, as a essential oils are the oils drained from the herb, along with its minerals. Only every use dried herbs as a last resort, and these are not as effective.
