this is probably going to sound mean.
a brain to think with.
if you want to be serious think about what you want to learn. as you learn think about what you are learning, does it make sense? does it seem practical? does it seem farfetched? can you find other sources that agree or disagree with this concept?

the more you can think about what you are reading and the more you can understand the concepts the better off your progress will be.

Have a list of questions that you think of as you are reading something, as soon as you think of the question, write it down. some questions a book may answer later, other questions may require more research.

Most of the so-called tools really came about from Wicca, from old folk lore,a great many from old religions. But the practise of witchcraft really does not need more than a few basic tools. A knife for cutting herbs, a mixing bowl,(a pestle and mortar even better!). Any other "tools" are very much about religion, rather than witchcraft. Swords, and Athames, candles, these sort of things have "grown up" over the years. Many people find them useful, but they are not really necessary.

Calligraphy set(brush, bottle of ink, some fine sand and container for it, paper), Chalk(white and/or in color), some Candles, Standard note books and writhing equipment(for ideas, spells, rituals, diary, etc.), a good Knife(quite few spells require a knife as a medium [for both with and black magic] , and if your gonna have one might as well be of good quality), and above all a good Head on your shoulders and Common sense, not to mention strong Heart.

The only tool you need is yourself.
The common tools are wands, cauldron, bell and candles.
