how do i set it free

This feels very incomplete. If this works, you should take a minute to ground yourself, visualize your desired outcome, charge energy, say the chant, and release the energy by clapping your hands, stomping your feet, or however you release energy. If this does work, I wouldn't expect more than a quick gust of wind or increase in the breeze. You work with the elements, you do not control them, and weather spells require more focus and energy than this spell claims.
