Try it and see. I feel it's incomplete. Cast a circle, meditate, charge energy, visualize this person [or gaze at their picture] then say the chant. That would give you better odds that simply saying the words and hoping for the best.

This needs an edit. This would be a fine chant to include in a spell, but if you plan to read these words and suddenly the person returns, no. It would require more energy and focus than that to work.
