Why?

As it is outlined, you go outside in a thunderstorm, place five drops of blood on yourself, state ''I will run fast'' and possibly feel nauseous right after. As is, this does not work. You did not charge energy, visualize your desired outcome, or practice. These would be crucial requirements of any self-improvement spell which this one is lacking. Furthermore, ask yourself why a spell is written the way it is. Why do you need blood? Why does it have to be outside in a thunderstorm? How would this result in my running faster, or even feeling unwell? Saying this chant while drinking a protein shake would make more sense that blood plus lightning equals super speed. This is simply a flawed spell by design.
