I think your question is a bit vague. All kinds of herbs can be made into tinctures but it really comes down to what you are using the tincture for; whether it's a medical or magickal application or both.
Beyond that, any book on medicinal herbs and plants will do you good. A few good ones are:
The Herb Book ~ John Lust -- An Herbal Encyclopedia with some general nutritional information, includes illustrations of the herbs too
The Way of Herbs ~ Michael Tierra, L.Ac., O.M.D. -- another Herbal Encyclopedia, has information on many herbs by common name, and even contains information on herbal cancer treatments, magnet therapy, and curing by ailment
The Green Pharmacy ~ James A. Duke, Ph.D. -- This book looks at herbs and treatments by ailment. ie, you can look up the condition in this book and it will reccomend a treatment and give an explanation. Always wonderful to have
Encyclopedia of Magical Herbs ~ Scott Cunningham -- A Magical index of herbs, giving significance, astrological and spiritual meanings, etc.
And if you're looking for more magickal uses of herbs, then take a look at any book on witchcraft, they generally have a section on herbs and their significance - and they are most likely herbs you can find in the cabinet. In general, most books on medicinal herbs will have instructions on making tinctures, infusions, oils, poultice's, salves, etc. So just take a look at those sections to get some understanding of the process.
