And as far as seers or future vision spells go, I've never heard of one that works at will, nor necessarily shows you whatever you want to see. Usually they're vague visions of events taken out of context.

There is no magical way to change the past or travel into the future. However, you can learn methods of divination (like tarot, pendulums, etc) in order to gain some insight/advice into future events.
Sorry sadly no you cant time travel, but there is a technique you can use to make time seem to pass by faster, or slower. We all do this without even realizing it.
If your in a hurry time will slow (so it seems)
If you don't want to get out of bed time seems to speed up.
see the future: you could try skrying. there's also tarot, oracle, runes, and other divination techniques you could try. these let you get a glimpse of a possible future. the future is always changing, merely having a tarot reading can sometimes be enough to alter your path, so don't take anything as a definite. if you see something you like, continue on your current path, if you don't make changes in your present.
change the past: no. the past cannot be changed. it has happened. time is a construct, but as the old saying goes the past is history, the future's a mystery, the present is a gift. we take up too much time dwelling on our past we miss our present, ruining our future. if you wish to see past lives you could look into skrying or meditations [you could even look into shadow work, meditations, or therapy if you wish to heal from a specific trauma] but you cannot change what has happened.
