Considering "witch" is only a term used to describe a practitioner, this spell is nonsense.

You don't need to cast any spell in order to become a witch, to become a witch is to be a practitioner, by choosing to study, practice, cast spells, undertake rituals or undertake other magickal practices, you are able to call yourself a witch if you choose to.

I will also add that you cannot fly as a witch (only possibly in the astral), you cannot own two elements or control them, you cannot grant wishes, have telepathy or telekinesis, you can't give people powers, or become super beautiful, and you cannot read someones mind, that simply isn't the way it works..
