Witch is just more of a title for anyone who practices most forms of magic in general, to my knowledge. You don't really become one through a ritual or birthright of any sort, you just become one when you cast a spell for the first time.

Witch, mage, wizard, magick practitioner, etc...are all umbrella terms that simply mean you practice magick with witch being the most popular title. You can be considered a witch without actively practicing magick in terms of spell casting and some might simply call anyone who believes in the pagan gods a witch. Anyone who follows what is at times referred to as the old ways is considered a witch and it has nothing to do with genetics. Anyone can be a witch or follow the ways of magick though it isn't necessarily the right path for everyone.
