Not necessarily.

In Ceremonial Magic spells are often designed to be performed at a particular hour on a particular day,. In that case, if the spell is supposed to be cast at midnight then it is likely to be more effective.

For many of us the hour at which we cast a spell is immaterial. What matters is the hour and the skill of the caster that matters, not the time of day or night.

Lark is correct. Time doesn't matter. Even in a small country like Britain, when it's midnight in London, it is not midnight in Wales!
