Some random woman on the block told us we were being fallowed. I dont know this woman, and she seems a little nuts. I do however think it takes a certain amount of insanity to know something other people dont.
She said it was shadow people. I still dont know what this has to do with the man with the hat.
If this man is a shadow person then that is very strange.from what I've heard people rarely ever see shadow people and when they do its just for seconds.
1. This could be someone using astral projection. I have my doubts on this, but it is within the realm of possibility.
2. It could be a spirit playing a prank - taking the form of the new neighbor. The spirit could know the future or have seen the man looking to buy the house.
3. The spirit could be following the man, but be moving on to you - for whatever reason.
Personally, I'd ask the spirit to leave next time you see it.

I believe that it is possible for spirits to "manifest" since I also believe that spirits are the creators of the human race and all life on earth - "God" or "Gods" would classify as a spirit/s in my view - However I believe that the spirits have rules that they are supposed to follow because humanity is a very specific system that has been tailored to allow humans to live their lives based on their free will, without spirits controlling how everything happens etc. Since humans have mostly closed off to the spirit realm, there is usually no way for us to interact with them in such a way as to allow a manifestation within the guidelines of free will (simply saying you want something is not enough as it takes powerful energy to cause something like that to happen, and from what I have learned you have to be an active participant in causing this energy to exist for it to be within your free will as a human. I would say nobody has this kind of deep connection to the spirit realm presently or if they do noone knows. And the spirit must actually want to manifest.) Of course this kind of thing doesn't happen from doing some chakra meditations and energy readings.
If a higher will (like say God/s for instance) is involved I think there can be an exception but for them to interact with you while this is happening would be unlikely. And manifestations can be for other things like healing sickness or saving your life if you have a purpose you need to finish, etc. (like that car wreck that should have killed you but didn't)
Just to protect myself from preconceptions I want to add that no I do not believe in vampires, mermaids, insta-spells and whatnot. I am not trying to instigate a flight of fancy and I fear that a post like this could be taken the wrong way. Even so I wanted to offer my two cents and hopefully it can be of some use.
I know I've definitely seen entities physically manifest, sometimes even so strongly that the physical environment around them becomes altered. I don't think I've ever seen it become permanent though.
