If I wanted to turn into a dragon could I?

Physically? No. The closest you could ever get to turning into a dragon is if you learn shape shifting on the astral plane. But that wouldn't be easy to accomplish as you first have to learn about astral travel and successfully manage to do it.

Even at that, it is largely just perception. Anyone worth their salt would see through it.

No its impossible on the physical plane we cannot change or anything physicaly like manipulate them as IrisMoon said on the Astral plane its possible but you will have to successfully astral traven and keep praciting and developing its not just one two three and you can do it it takes time
