If you wish to cast spells, you should study Wicca; and if possible join a "real" coven, not one on-line! But you will not learn in a few days; it takes years!
However, magic itself is all around you.Using magic is as natural as breathing.Scientists do it all the time; of course they don't call it magic, they say it is "research". But, magic it is!
Magic can, and does, change things, But it cannot turn somebody into a frog! Or anything else,such as a mermaid.
But magic is a very wide and complex subject. It will take a great deal of study. To begin, read all you can; learn to breathe properly; learn how to meditate. Study Nature itself. Study the animals, always remembering that you are also an animal.
So, begin at the beginning. You will not learn it overnight!

Thanks for your answers. I don't think I'll be able to join a real coven as I am still under 18 and my mother wouldn't really approve. I'm really wanting to learn but I have to try myself.

Buy books on witchcraft and the history of it as these are great starting places, and also look online for resources. This site has many which are valuable and can help you an awful lot- recommended reading :)

Anyone who wants to become a Witch and is willing to do the hard work and study necessary to learn the Craft can do so. Very few people actually come from families where they learn from their family members how to do it. Most of us learned it on our own.

If it's Traditional Witchcraft you're interested in here are some books that I'd suggest to get you going:

And brysing said wica, but it dosent half to be specificly wica, there are planty of practisers who follow other paths

I said Wicca because that is the only one I have really studied myself; apart from witchcraft that I have studied all my life.

In any case, most "other paths" are "offshoots" of Wicca.

Wicca isn't equal to witchcraft. In Wicca people have to be initiated into a coven but you don't have to be in a coven or Wicca to be a witch. Everyone can be a witch independent from the bloodline.

This is the position I'm in too. My family would probably think I'm insane to even try. Plus I can't dedicate my entire life to it. I don't expect to be an unbelievable witch or anything, but I want to be able to do some things.
