There are many different Rune sets, the most common being Elder Futhark, so no the runes won't always use the same symbol. You can find more information in these sites:

I'd also like to suggest you read 'Runes: Theory and Practice' by Galina Krasskova. Many people prefer to work with the runes, get connected to them, and get their own understandings of the Runes' energies before they cast them. However, runic divination can also be a wonderful way to get more connected to the runes, but may take some time and effort before one can correctly read what the runes are trying to say.

There are many different runic systems. Perhaps the best known and most used are the Elder Futhark and the Anglo-Saxon Futhark. Two books that I recommend on the Futhark are "Taking Up the Runes" by Diana Paxson and "At the Well of Wyrd" by Edred Thorrson. Avoid the book by Ralph Blum which is full of misinformation.

My mom can read runes according to her there are many possible meanings per rune and they all (of one rune) Lead in the same direction so depending on what you asked you can gain approximate knowledge

My two personal favorites on runes are The Little Giant Encyclopedia of Runes by Sirona Knight and Runes of the Gods by Frank Joseph. Both are excellent references for beginners or advanced.
