what i'd do is
1. balance your chakra's
2. take a cleansing bath
3. ground and shield yourself
and if it doesn't change after that, just meditate, see if you can sense anything. as we go through our day energy tends to stick to us [good or bad] you should get in the habit of meditating daily, as you inhale, visualize white light entering your body, and black/grey light leaving it as you exhale. continue until you feel full of white light, then visualize this light as a bubble around you. personally i condense it into a tight spinning ball then expand it, but whatever works best for you. if you have a moment, check up on it throughout your day, sit quietly and try to feel the energy.
it could also be your flow of energy is off, so balancing your chakra's will help the energy flow better. do this daily as well. a cleansing bath should be done as well, personally i do it once a month, but whatever feels right for you.
i don't know of any way to block fear, but i'm the type of person who faces fear head on. it's not to say i have no fears, it just means i try my best to come to terms with it. it's better that way, if you bottle it up, it can come back to haunt you. 'born with Wiccan powers' everyone has the ability to preform magic, or do energy work, or whatever. it's not a Wiccan thing.
