Soo a spell I've been meaning to cast requires being able to see the waxing moon but I haven't been able to see it these past few days and if I do while I'm out it goes away by the time I'm ready to cast is there a certain time or something?

You don't have to see the moon for you to cast your spell. The moon is there whether you can see it or not. And unless you feel that the specific moon phases can affect magical workings in different ways you can do any spell no matter what phase the moon is at. Time is also another adjustable factor. If a spell says it has to be done at 3 AM (for example) you can feel free to do it at any other time as you please. Spell tools are as adjustable as they are optional.
