21 or around that area of age is indeed the stoppage point of our brain growth. It reduces how we intake knowledge and makes it harder for us to learn something. This is why we learn so much and go to school when we are young, so we can get the most of things. Not saying we cannot learn anything while we are beyond 21, just our brain stops growing and closes up (Not closed minded).

Hormones does cloud the mind, but to certain points. That chemical is there to make us more attracted to another person(s) and make us act differently. It does not make us less mature or more mature. There are also other chemicals inside of our bodies that affect the way we think and act. Those chemicals do not stop when you reach 21, but continue and sometimes become more stronger in our choices.

The reason why people are not mature matters of what they have seen, where they have lived, what happened in their past, and so much more. And all of that cannot be seen unless you talk to the people.

Not saying you should change it, just be a bit more understanding of why it should be 21 than just fully developed brain and hormones.
