well if shes fixed she cant have puppies if shes not fixed you have to wait until shes in heat which happens every 6 months you will know when shes in heat when theres blood drops on your floor
First you need to know why she's never conceived and if its even possible. Then I wouldn't see why you couldnt adjust any fertility spell to apply to her. Then you need a male dog, I won't bother explaining thqt part. Then what are you going to do with the puppies? Just have a good plan so they don't end up in the pound or you end up with more dogs than you can handle.
Research more about your dog breed and go to a vet. You have to make sure she is currently capable of having them before making decisions. Do your best to not make assumptions, you need facts.

Well first off how old is she? If shes much older than five and has never had a litter before then I would strongly urge you not to mate her now. A bitchs hip bones begin to fuse fully after about three years of age so the ideal time is for her to have puppies is about 2 (its all give or take depending on the breed but a beagle is fairly typical) After five an unmated bitchs pelvis is not always stretchy enough for her to have puppies and mating her can cause a lot of unnecessary health issues.
Secondly, as others have asked, why cant she have puppies? Like humans not all dogs are fertile and although its fairly rare she may simply be unable to conceive.

If you do decide to get her mated then make sure you know what to expect during the event. With dogs its not quite the same as people and the whole ordeal can be quite uncomfortable for the bitch. She will yowl, whine and make a general fuss, expect that so that youre not distressed by it during the event. Also make sure you know what to expect during and after the pregnancy. Puppies are not a small matter and breeding is not for everyone, just make sure you do all the reading you need to and know exactly what you have to do. Puppies WILL require 24/7 care and its not all cuddles and sunshine, it sounds harsh but be prepared for the possibility that not all puppies will necessarily survive.
