When I was first starting out I found many of my tools at junk shops or at inexpensive stores. Your tools don't have to be costly, they just need to be meaningful to you.
If you can't find an athame/knife that you like you can also use a letter opener. But an inexpensive black-handled knife from a cooking store or the cookware section in a grocery store will work just fine.
A bit of tree branch will work well as a wand.
Just use your imagination. You'll quickly find that you don't need to shop at the witchy stores which frequently charge way too much for what they are selling.
Although you surely can buy your tools, I would highly suggest you to make your own. It is an ancient belief that tools made by you will work better for you. The work you do to make them tools forms a bound between you and them, making them really a part of you in magick (as happens with a wand, it is said to be an extension of the finger).
It is not hard either and I find it an actually enjoyable process. Well, some tools that are really difficult to make, such as a metal cup or a proper athame, then do go on and buy them.
