Instead of a spell why aren't you calling the police about this situation ? It can be done anonymously ( as a tip to them that something is wrong at your house) IF they ask to talk to you make sure they do it in private. Your testimony would corroborate anything your stepmom would say.
If your 'underage' then the next step for you is the principal at your school ( ask to see a counselor) tell them that 'this' is affecting you ! Then I would also go to ( call ) CPS , children's protective services. They will also do an investigation tho they may 'deem' the home 'unsafe' for you and take you away. This would galvanize (should ) your mom to dump this guy.
Well a couple of things then. You say she's 'married' to him, BUT you say he's 'stalking' her so are they separated ? If separated then getting a divorce is 'next'. If he's a 'friend' of the chef of police then is it a 'small ' town ? If not a small town then I would 'tape' the screaming he does to her and present it to an attorney who 'friend' of the chief of police or not it's 'damaging' information for a 'chief' to 'sweep' under the rug !

There are no spells I know of that can do that. I'm sorry. Also I work at a Law Firm and those tapes 'can' be introduced as evidence. Any threat made is an 'assault', the 'tape would 'corroborate' that. Small town laws 'may' differ, but I've not come across that yet...
