Before casting spells you should build a foundational understanding of magick. I'd start with learning about the craft: how it functions, it's history, etc.
Look down in the left hand corner of this page. Newbie central and tips are extremely helpful.
People also suggest beginners to learn "the basics". If you look in the forums you'll find several threads dedicated to explaining what most agree the basics are.
And, I would suggest you to find things you are interested in and studying them on your own. Research can do wonders.

There could be many reasons why a spell may not work. It could be because the spell is "fluff"'made. Fluff spells are created by inexperienced practitioners that often have misconceptions about magic and a through thorough understanding of it. Usually, these people come up with spells that are purely fantasy and fiction.
In order to cast a spell properly, you need to at least have some basic understanding of how magic works.

People these days don't have time to personally teach you. That is why covens on this site were created.
