Chamomile is great, I agree. If that is not enough, try a tea made from valerian, hops, and passion flower. I found that I need to be careful with lavender, as too much has the opposite effect.
You can also make a small pillow from loose hops. That's an old way that works for some.
You can try a drop of marjorum oil on your pillow too.
Lots of people benefit keeping a piece of amethyst in the bedroom, - or wearing some.
Make sure you practice some deep relaxation before you go to sleep. I ususally do, otherwise I am too jumpy to sleep. A warm drink, made with malted milk, will help too.
