Chanting -how is it done?

Im new and im absorbing all sorts of material about the craft. There are so much literature out there about casting spells, but I could never find anything about how the chanting portion of the spell works. Can you read the spells aloud when spell casting? Or does it work best to memorize and chant out loud?

Also, who decides what type of spells are added onto this website and how/who rates them?

You can either say them outloud, or memorize them, it's up to you and how you feel comfortable. Some people even chant spontaneously. If it makes you feel comfortable it's alright. Of course memorizing can give a more regal sense it depends on you.

It does also depend on the tradition. Some methods (Enochian, for example) require that the words be uttered as exactly as possible, clearly and aloud. Part of this is the belief that the words themselves have power, not merely the focus that they provide. This can, in part, be traced back to Hebrew and Arabic concepts where the words themselves are invested with power through what they represent, and numerology. This has influenced a great deal of western tradition.
