Sure, there are both.
Wiccans are people, no more, no less. And just like people in any other belief system some of them are great folks to be around and some of them you wouldn't want anywhere near you.
There are also people who claim to be Wiccan in order to use that as a way of preying on others. About two years ago there was a man in Ohio that was sent to prison for sexually molesting little boys. The man claimed in court that having sex with children was part of his religion of Wicca. So just because someone is, or claims to be, Wiccan doesn't mean that they are going to be a good person.
On the other hand, Wicca teaches us to live a life that respects others and is in harmony with our Gods and with nature. We are taught to take personal responsibility for our actions and to think long and hard before we chose an action which might harm another. So if someone is claiming to be Wiccan that does not follow the teachings of the Craft in relation to ethics, etc then they probably aren't really Wiccan at all.
