Sometimes "based on a true story" can be a big stretch. For example, if I were to write a story a man who went to other planets and learned a bunch of things along the way I could say it was based on a true story and use Christopher Columbus as the base. While Columbus did not go to other planets, he did go to other continents and experienced "worlds" that were very strange(alien-like) to him. This is not to say that there were not Pentagon people who stared at goats, it could be that the government just doesn't let them out that often.
I do believe there was some test the government did, and was funded by a private orginization (or person, it wasn't tax payer dollars though..) to develop peoples minds, and one of the tests was to stare at goats to see if their heads would explode. But it was a very shortlived and failed experiment obviously, the movie will definatly stretch a lot of it, but remember its a movie
Yes, this movie is a comedy but the subject that they a dealing
with is called remote viewing and it is very real and can be learned by most people with the proper guidance and training!!!
Psychic warfare is very real and does exists!!!
