this is basic chinese symbolism, the dragond represents power and the balance of nature is represented by the yin and yang. Either that picture is talking about the dragond being one with the spiritual balance of the world ( i dont speak chinese so i cant translate it all) or the picture is trying to symbolized the dragon is harmony and a true celestial being with yin and yang inside of it making it the balance of this world.

Thats just my two cents. :D
